Project Overview

Gateway National Recreation Area’s Sandy Hook Unit encompasses most of the Sandy Hook peninsula off the coast of central New Jersey. Due to the location, the existing treatment plant was inundated with floodwater during Superstorm Sandy in October 2012, causing significant damage to the existing mechanical and electrical equipment. Emergency repairs were undertaken to restore treatment operations, however critical plant components and all of the equipment remain below the required flood elevation. In addition, the entire plant has reached the end of its life cycle such that even if it were resilient, the entire plant would have to be replaced within a very short period of time.

This project entailed the replacement of the current wastewater treatment processing equipment with a new packaged treatment system. The project also placed all critical processing equipment above the required flood elevation with a new integrated fixed film/activated sludge package treatment system.

The project requirements included maintaining the existing plant operations in order to adequately treat wastewater throughout the construction period. This required careful phasing to re-pipe and selectively demolish the existing plant in a sequence in order to not jeopardize the treatment process. The fenced project site was very compact requiring construction of the new plant immediately adjacent to and within the existing plant’s footprint. The entire project site was in close proximity to sensitive natural resource areas including sand dunes, beaches and the Atlantic Ocean. With minimal undisturbed space in the project site, material and equipment deliveries required careful scheduling to allow for work to proceed efficiently and without affecting the natural resource sensitive areas outside the small project site.

Envision performed CPM Scheduling services for this project including the development of the baseline schedule, monthly updates, and evaluate time impact analysis for potential delays.
