September 4, 2025 – With over 40 years of experience in construction, Mike Siciliano has played a pivotal role in expanding Envision’s Program and Construction Management (PM/CM) services. Under his leadership, Envision’s PM/CM portfolio has grown to include high-profile projects across aviation, commercial, education, parks and recreation, and power sectors.
In anticipation of National Construction Appreciation Week, we are highlighting Mike’s journey and insights into the construction industry, one that began unconventionally. Following graduation, Mike was influenced by family members who were rooted in construction. Drawn to the value of skilled trades and hands-on experience, he began his career as a steamfitter’s apprentice. That foundation continues to shape his leadership approach today. When asked what defines a strong leader in the construction industry, Mike is clear: it all comes down to communication.
“There are so many components to developing, designing, and executing a project. It’s critical that all stakeholders clearly understand their roles and responsibilities. Effective communication makes that possible. All construction projects can reach 90% completion. What separates the good projects from the great ones is how well the last 10% is accomplished,” Mike stated.
Mike believes a successful project is defined by the collaboration and perseverance of its team, especially during project closeout. Looking ahead, he notes that the same spirit of teamwork is reflected in the increasing diversity of the construction workforce.
“It’s exciting to see such a wide range of professionals entering the AEC industry. The evolution of a more inclusive workforce, at both the professional and trade levels, shows that outreach efforts are working and creating new opportunities across our communities.”
Mike’s career path reflects both range and impact, moving from budget analysis and estimating to leading major design-build programs and shaping public-private partnerships. One project that stands out is Rutgers University’s Enterprise Networking (RUNet) program. Spanning four years, the massive project included over 300 buildings across 6,000 acres and 3 campuses in Piscataway, Newark, and Camden. The entire 60-member team was collocated for the duration of the assignment, an experience that left a lasting impression.
“We became like family. We celebrated holidays together, organized Friday barbeques for staff and trades, and made the work environment enjoyable. That camaraderie translated into results, and the project was completed on budget and months ahead of schedule,” said Mike.
Mike’s insights into project success also extend to change management and cost control, areas he believes are often misunderstood.
“Too often, change orders are blamed on flawed designs or contractor inefficiencies. But in reality, many stem from the owner or end-user. The most cost-effective design decisions happen during the programming phase. Investing more time and resources upfront to ensure the design meets program needs can significantly reduce changes and delays later on. Once a project is bid, awarded, and mobilized, even minor design changes can be costly.”
