August 26, 2025 – Envision Consultants, Ltd. (Envision) is pleased to welcome the addition of six new professionals to the staff: Jamaal, Charles, Rachel, Corey, Ryan, and Isabella. With backgrounds in Railroad Coordination, Project Controls, Civil and Environmental Engineering, and Marketing, these team members bring a diverse mix of skills and perspectives to support Envision’s work and clients’ needs.
They join an already strong and established staff dedicated to delivering quality and building trusted relationships. Together, we look forward to the ideas and energy they will contribute as Envision continues to grow.
Meet Our New Team Members:
Jamaal McClintock, Senior Project Manager – Rail/Transit, has over 15 years of specialized experience in the Rail and Transit industry. As former President and CEO of 21st Century Rail Corp, the operator of NJ TRANSIT’s Hudson-Bergen Light Rail System, Mr. McClintock is a rail veteran with hands-on rail and transit experience. His specialized experience consists of railroad coordination, strategic development planning, scheduling high-volume rail lines, and performing safety and compliance training. He is also well-versed in coordinating, communicating, and presenting to federal, state, and local government officials and stakeholders. Along with his extensive experience in railroad coordination, Mr. McClintock is an active member of the NJ Alliance for Action and the American Public Transportation Association (APTA).
Charles Herbert, PMP, Project Manager – Rail/Transit, has over 13 years of boots-on-the-ground experience in rail and transit operations and engineering. He began his career as a Train Operator with New York City Transit (NYCT) and steadily advanced through multiple positions of increasing responsibility, including Train Service Supervisor, Deputy Superintendent, and Line Superintendent. With a strong background in rail operations, Mr. Herbert excels in coordinating across multiple departments to effectively balance the need for maintenance with the demands of operating an active railroad. In addition to his technical skills, Mr. Herbert is a seasoned mentor. He has mentored Student Train Operators, Train Service Supervisors, and Transit Managers, ensuring they adhere to rigorous safety regulations.
Rachel Davis, Scheduler II, brings over 17 years of combined experience in scheduling, cost control, budget management, document control, and records management for transportation and infrastructure projects and programs. Her background includes developing and delivering resource-loaded schedules for design projects, as well as conducting schedule reviews for construction and program management. Ms. Davis’s expertise also includes EVA, fiscal reporting, invoice support, and financial reconciliations on federally funded projects. Beyond her role, Ms. Davis is an active member of WTS International and the Special Libraries Association.
Corey Alfriend, Senior Scheduler, possesses over 25 years of experience managing and supporting complex construction and capital projects across transportation, energy, and pharmaceutical sectors. He brings deep proficiency in schedule development, analysis, and project controls with hands-on expertise in Primavera P6, Asta Powerproject, and MS Project. His background covers both extensive field and home-office scheduling, cost tracking, resource loading, and earned value reporting, supporting both government and private sector clients. In addition, Mr. Alfriend holds professional certifications from Penn State University, George Washington University, and the Project Management Institute (PMI).
Ryan Ostrowski, Project Engineer, has a strong foundation in civil, structural, and environmental engineering. He offers experience in construction inspection, surveying, and planning, as well as in the analysis of construction documents. His expertise includes baseline schedule development and updates, staffing and budget analysis, cost estimating (preliminary and final), rail transit analysis assistance, and project management. A former Envision Intern, Mr. Ostrowski holds a B.S. in Civil & Environmental Engineering from Rowan University and is in the process of becoming a certified Engineer-in-Training (EIT).
Isabella Battaglia, Marketing Coordinator, supports the firm’s Marketing Department with proposal management, graphic design, social media, and maintaining branding and quality standards for clients, and project-focused marketing materials. Ms. Battaglia’s experience spans conferences and event management, employee engagement, and implementation of marketing and business development tools. She also provides cutting-edge graphic design and marketing content management services for the firm. Ms. Battaglia holds a B.S. in Marketing from Rowan University and began her career with Envision as an intern.
