PANYNJ, Expert Professional Cost Estimating & Schedule Services for Federally Funded Major Capital Projects IDIQ

Project Overview

The PANYNJ issued this four (4) year Indefinite Quantity Contract (IDIQ) for Performance of Expert Professional Cost Estimating and Schedule Services for Federally Funded Major Capital Projects on an “As-Needed” Basis during 2020 through 2024. Projects include but are not limited to: Planning, urban design, feasibility studies and schematic designs; Removals, replacements, and/or repairs of various building, heavy/civil, rail, aviation, ports, infrastructure components and/or other Authority facilities; Renovations and upgrading of existing facilities or the design of new facilities at various Authority locations.

Envision is performing construction cost estimating services including the following tasks:

• Full and partial independent estimating services on multi-discipline projects including preparation of complete estimates and review of estimates prepared by others. Include evaluation of variables and risks
• Analysis of costs for various construction scenarios
• Independent estimating services for change orders or contract modifications
• Independent analysis of bids/proposals
• Program cost engineering, analysis and monitoring
• Produce estimates as well as review, critique and correct schematic and detailed cost estimates in all disciplines for all levels of design completion
