City of Philadelphia, Rebuilding Community Infrastructure (REBUILD) Program
Project Overview
Rebuild is a public-private partnership made possible by the Philadelphia Beverage Tax. The purpose of this partnership is to improve pivotal community spaces, empower and engage communities, and promote economic opportunity through diversity and inclusion to areas that are impoverished including those that face high rates of drug crimes and health risks. By improving these high-need communities, Rebuild will ensure that they promote community development and stabilization.
Within Philadelphia, there are more than 400 neighborhood parks, recreation centers, and libraries that Rebuild is investing in which serve as safes spaces for people to learn, play, exercise, and get access to important services. As of January 2024, Rebuild has completed 16 major sites, an additional 39 sites are actively under design or construction and a further 17 future sites are slated to be improved. With each project, Rebuild will make physical improvements while promoting diversity and economic inclusion, in addition to engaging the city’s community members to incorporate their knowledge, power, and expertise.
As a WBE-Prime, Envision provides program management, design, construction technical advisory services, and management of subconsultants. Envision’s services support the delivery of the $400M capital project portfolio of recreation centers, parks, playgrounds and libraries. Envision personnel are integrated into the Rebuild Program working with government and non-profit organizations. By doing so, they demonstrate their high levels of experience in oversight, design, planning, and management of multiple projects simultaneously.
