Amtrak, Gateway Sequencing and Phasing Study
Project Overview
Amtrak and its regional partners in New York and New Jersey seek to advance a series of large, complex rail projects in a compact geographic area on an expedited timeframe while minimizing disruptions to service and maximizing return on investment. Once complete, these projects, which center around the two new Hudson River Tunnels into New York, will fundamentally transform and expand access to New York City from throughout New Jersey and the Northeast Corridor.
Because of the highly interconnected nature of the Northeast Corridor services and its infrastructure, a comprehensive approach to this suite of work is required to effectively deliver any of the individual elements. In order to confidently advance any one project on a predictable schedule and budget, it is essential to understand its relationship to other regional projects, particularly as it relates to sequence, phasing, cost, resource planning, constructability, funding and financing plans, partner contributions, service impacts, federal funding strategy, and other factors. Of critical importance are current rail services, existing maintenance needs, and associated outages necessary to continue reliable operations while major projects are underway. The study is anticipated to be completed within 12 months.
The projects included in the study are some of the highest-priority passenger rail infrastructure projects of the 21st century, including critical Amtrak projects such as the Hudson Tunnel Project, Penn Station NY Expansion, Portal Bridges, and Sawtooth Bridges. The study includes all Gateway projects planned from the present through 2040, with the bulk of the projects scheduled to reach completion by 2035.
Envision supported the Project Management Team and scheduling efforts, including creating a resource-loaded program schedule and linear schedule utilizing TILOS software to augment P6 scheduling support.
