Project Overview

In 2008, Congress required Class I railroad main lines handling poisonous-inhalation-hazard materials and any railroad main lines with regularly scheduled intercity and commuter rail passenger service to fully implement Positive Train Control (PTC) by December 31, 2015. Congress extended the deadline by at least three years to December 31, 2018 with the possibility for two additional years if certain requirements are met. The SFRTA, which operates Tri-Rail, provides commuter rail services within the tri-county area of Miami-Dade, Broward and Palm Beach counties. Tri-Rail has become an integral part of south Florida’s transportation network, operating 50 trains on weekdays and 30 trains on weekends and holidays. Since its debut on January 9, 1989, Tri-Rail has transported 92 million people in its service area through Broward, Miami-Dade and Palm Beach counties. Envision reviews all aspects of work associated with the SFRTA to ensure the reasonableness, quality, completeness, and reliability of the PTC implementation project’s scope, cost, and schedule, and monitors the technical capacity and capability of the SFRTA to operate the project.

Under Task Order 5 (Work Order 1), Envision assisted FTA Region 4 with Project Management Oversight (PMO) services including initial schedule reviews and project cost estimate reviews for the PTC implementation on the SFRTA commuter rail system.
