Project Overview

The OCTA Santa Ana/Garden Grove Streetcar Project is a 4.1-mile corridor that will connect the existing Santa Ana Regional Transportation Center (SARTC) and Metrolink/Pacific Surfliner Station to Westminster Avenue and Harbor Boulevard and major OCTA bus lines. Ten (10) station stops in each direction are proposed at key locations along the 4.1-mile corridor. A Maintenance/Storage Facility (MSF) is proposed for the streetcar fleet of eight (8) vehicles with overhead catenary.

Envision provided a Project Scheduling Manager who was responsible for performing schedule and document reviews to providing findings, concurrences, recommendations, and summary write-ups on the OCTA Project and Stripped Adjusted Base Schedule (SABS) in order to complete the Oversight Procedure (OP) 34 Project Schedule Review and OP 40 Risk Contingency Review. The objective of document reviews was to provide input to the FTA in the form of evaluations, conclusions, recommendations, and well-grounded professional opinions in accordance with FTA’s OPs, regarding the Project documents provided by the Project Sponsor, OCTA. Envision reviewed the Grantee’s Project Schedule accompanied by the Project Sponsor’s Basis and Assumptions Narrative reports, and other related documents as required by OP 34 Project Schedule Review, prepared a report in accordance with OP 34 Project Schedule Review. Envision was tasked with performing a Monte Carlo Simulation on the OCTA Streetcar Project’s SABS and prepare a histogram report showing the optimistic, realistic and pessimistic Revenue Service Date (RSD) at the 50%, 65%, and 80% probabilities for the RSD. Envision provided schedule input for and participated in the Risk Review Workshop.
