SEPTA, Frazer Shop & Yard Expansion
This is a vital project as part of SEPTA’s Rebuilding the System Capital Program, a continued focus on accommodating the 50% increase in ridership since 1998. Frazer Yard itself is three decades old and with its expansion SEPTA will be able to maintain additions to a multi-level fleet.
Work at Frazer Yard included: a retaining wall installation; stormwater improvements; shop building installations with vehicle maintenance equipment; vehicle washer replacement; employee facility modifications; addition of storage tracks and modifications to existing tracks.
SEPTA’s Frazer Shop & Yard is used to store and maintain a fleet of ten JWC3 cab cars, 45 JWCT3 coach cars, seven AEM-7 locomotives and one ALP-44. To serve projected ridership demands SEPTA has determined that the fleet maintained at the Frazer Shop & Yard must be increased by 13 locomotives (with an option to purchase five additional locomotives for a total of 18), and 36 bi-level cars (with an option to purchase nine additional bi-level cars for a total of 45).
Envision provided on-site field construction management support services for the Frazer Yard expansion. Support consisted of participation in in preconstruction and progress meetings, schedule review and coordination, coordination with the project manager, security and other contractors, as well as providing the project managers with daily verbal and written progress reports, reviewing design documents and providing comments, participation in site inspections, and other associated duties. Document control services included processing of daily reports, correspondence, meeting minutes, RFI’s, transmittals, submittals and budget tracking. Envision also reviewed the contractor’s baseline CPM schedule and all progress updates. The contractor’s progress and monthly update was part of the monthly report for the project coordinated by the field project staff.
