Project Overview

This project entailed the construction of a second commuter rail platform at the existing Ruggles commuter rail, subway and bus station in the neighborhood of Roxbury in Boston, MA. The project included vertical rail re-alignments, catenary adjustments, surface-level busway enhancements, safety and pedestrian improvements, and ADA retro-fits including elevator upgrades.

Envision served as a trusted resource to the MBTA Project Manager, providing strategies for consideration. Its close proximity to the Northeastern University campus combined with both MBTA and Amtrak track utilization, make this an extremely complex project, requiring experience and an experienced PMO Team. Envision regularly reviewed the grant funding and status of percent completion of the overall project and its numerous funding streams. Envision assumed this assignment through a Transition Plan in 2015 and quickly established a professional level of trust with the FTA Region and the Grantee’s team. Envision provided expert oversight related to: detailed schedule reviews and has provided recommended strategies to maintain a complex schedule. Envision assisted with the development and careful management of the project’s risk review tool, monitored the public involvement focus as well as pedestrian features, including lighting, power, and electrical considerations, and reviewed the development of strategies to constructing the project within the very active Ruggles station while maintaining full operational and revenue service. Oversite consisted of contractor management challenges, active grant financial management, drawdown, and reporting. Lastly, Envision provided consideration of, and management of, various construction methods.
