Project Overview

Washington Metropolitan Area Transit Authority (WMATA) selected Parsons Brinckerhoff (PB) as the Program Manager to assist in the execution of its Capital Improvement Program (CIP), which consisted of acceleration of the infrastructure renewal program and bringing its physical assets into a state of good repair.

Under this contract, WMATA’s six-year CIP funded $5 billion for “performance” projects, which maintained and replaced assets on a life-cycle basis. Included in this program were Customer/ Demand projects that helped meet growing ridership requirements and improved the rider’s commuting experience. Together, Performance and Customer/Demand capital needs addressed WMATA’s physical assets including vehicles, fleet maintenance, facilities, operating systems, information technology, rail system track, passenger facilities, maintenance equipment and support facilities.

The Program Manager also supported WMATA’s internal Infrastructure, Engineering, Capital Planning and Budget Organizations in the administration, delivery, and management of the CIP to: augment WMATA staff; monitor compliance with applicable laws; assist with FTA Formula grants, and procurement policies requirements.

Envision provided full-time CPM scheduling services utilizing Oracle® Primavera’s advanced state-of-the-art P6 Professional Project Management software to manage and control critical project activities. Envision was responsible for tracking project progress and actively managed project activities to meet scope, schedule and budget parameters, including regulatory approvals.
