April 30, 2025 – Envision Consultants, Ltd. (Envision) is excited to announce the addition of AEC industry veteran Carol C. Martsolf, PE, PMP, CPTD, ENV SP, LEED AP to its team. In collaboration with other discipline leads, Ms. Martsolf will lead engineering support services as Director of Engineering Services out of Envision’s Philadelphia office. She is responsible for strategic planning, organizational and business development, as well as the management, planning, and development of training programs. Earning her Bachelor of Science (BS) Degree in Civil Engineering from Temple University, Ms. Martsolf has 32 years of hands-on experience, bringing a unique combination of technical expertise and strategic insight to her work. She is a highly accomplished leader in human capital development with a diverse background spanning engineering, management, and learning and development.

Ms. Martsolf is a Registered Professional Engineer (PE) with extensive local experience serving the Pennsylvania Department of Conservation and Natural Resources (DCNR), the Pennsylvania Department of Transportation (PennDOT), the Southeastern Pennsylvania Transportation Authority (SEPTA), the City of Philadelphia, and others. Ms. Martsolf is also a Project Management Professional (PMP), Certified Professional in Talent Development (CPTD), Envision Sustainability Professional (ENV SP), and LEED Accredited Professional (LEED AP).
In addition to her engineering expertise, Ms. Martsolf has a robust background in learning and development. She advanced through various roles within this field, ultimately becoming the Chief Learning Officer for an award-winning training and development group. Her engineering experience enhances her approach to learning strategy, blending creative problem-solving with a detail-oriented focus on operational excellence. Over the years, she has developed and taught hundreds of programs and courses, directly contributing to workforce growth and development. Ms. Martsolf has a strong commitment to community engagement and sustainability. She has facilitated and coordinated public meetings, stakeholder engagement efforts, and community outreach initiatives. Additionally, her sustainability expertise includes supporting the development of sustainability plans and advocating for issues such as resilient infrastructure, sustainable transportation, zero waste, energy efficiency, and green initiatives.
“On a project level, I appreciate being able to work on projects that I’m passionate about and truly engage with the public, which is very important to me,” stated Martsolf.
Ms. Martsolf serves on executive boards for the International Accreditors for Continuing Education and Training (IACET), the American Society of Civil Engineers (ASCE), Women’s Transportation Seminar (WTS), and the Delaware County (PA) Sustainability Commission. She has led workforce development initiatives for prominent clients, including PennDOT, SEPTA, Amtrak, Philadelphia International Airport (PHL), and the City of Philadelphia.
Ms. Martsolf expressed her excitement about bringing her expertise into a small business through her new position, a multifaceted role that combines a variety of aspects and unique opportunities under one title. “I am so excited to focus on learning and development, specifically within a small business, where I can get to know every single team member and really help them grow and learn. I am also so enthusiastic about being involved in business development,” Martsolf said.
As Director of Engineering Services, Ms. Martsolf’s diverse background will be a valuable asset to the team, allowing her to offer expertise across multiple areas. “It’s wonderful to be on a team where I can bring value to so many different aspects of the business,” said Martsolf.
